Main issue of the Steering Committee Meeting held on 4th February 2016, in Bangkok, was review and endorsement of the evaluation results of the received Concept Notes and the full Project proposals resulting from the Call for Proposal (CfP) launched in July 2015.

The Regional Coordination Unit (RCU) presented the evaluation results of the Concept Notes and Full Project Proposals. A total of 71 Concept Notes have been received from project developers in Cambodia, Lao PDR, Myanmar, Thailand and Vietnam with the following country and technology wise distribution.




After the CN evaluation process, consisting of screening by Regional Coordination Unit (RCU) and evaluation with the support of external consultants, a total of seventeen 17 CNs have been invited to prepare full-Project Proposals (FPP). Of the 16 FPPs received, eight projects have been recommended to the Steering Committee (SC) for endorsement of funding. The meeting endorses seven out of eight recommended projects. 

Prior to contract signing with the Ministry for Foreign Affairs of Finland (MFA),  project developers will improve their Result-based Financing schedules and Result-Chain description, and clarify project specific issues as discussed in the SC meeting.

In addition, the project developers will undergo an external due diligence of the financial management and accounting systems applied. Funding contracts are envisaged to be signed between the MFA and  approved project developers on early May.

Country distribution of the seven endorsed projects is: Cambodia (2), Lao PDR (1), Myanmar (2), Thailand (1) and Vietnam (1).

In the SC meeting, RCU also presented the semi-annual programme implementation report (period from June – November 2015) and the updated work plan and budget sheet.

The SC welcomed a new member from Myanmar, Dr. Thi Thi Soe, Deputy Director, Renewable Energy Department, Myanmar Scientific and Technological Research Department, Ministry of Science and Technology Myanmar, a replacement of Dr. Myo Myint Aung who has retired.

The evening prior to the SC meeting, EEP hosted a dinner reception aimed at strengthening the relationship between EEP and Bangkok-based stakeholders.

The next Steering Committee Meeting shall be held in Vietnam and is tentatively scheduled for September 2016.
